UPSEE Counselling 2013 Candidates's Instructions

Instructions to the UPSEE 2013 Candidates

Online Registration:
1. All candidates desirous to take admission for seats under JEE Main
quota/CMAT quota must register on line at UPSEE website
www.upsee.nic.in . Only those candidates who appeared in JEE (Main) /
CMAT examination are allowed to register against these seats and only
those who have registered would be allowed to participate in counseling.
2. Candidates who qualified in UPSEE examination for admission in first
year and/or other candidates seeking direct admission to 2nd Year of
B.Tech (Diploma Holders/B.Sc. graduates )/ B.Pharm (Diploma holders)
need not register online. Such candidates will proceed directly to any
document verification centre at his/her convenience along with all
necessary documents in original along with one set of attested photocopy
of them. For a list of required necessary documents all candidates are
advised to refer to the Information Brochure as well as to the details
given later here in the next section.
3. Candidates are expected to follow the schedule of reporting given in the
section ‘Counseling; General Instructions’ for reporting at verification
centre. This will help them avoid overcrowding at verification centre.
4. A list of approved verification centers for counseling UPSEE-2013 is
available on the website www.upsee.nic.in . 
Document Verification:
5. If a candidate is eligible and willing to participate in the counseling
process in more than one stream (B.Tech/B.Tech(Ag.Engg.), B.Arch,
B.FAD, B.HMCT, B.Pharm, B.Tech(Bio.Tech), IInd year B.Tech (Diploma),
IInd Year B.Tech (Diploma and B.Sc), IInd Year B.Pharm (Diploma),
MBA,MCA,MAM, JEE(Main), C-MAT) will have to follow the process of
document verification and choice filling separately for each stream. All
such candidates have to deposit a counseling fee of Rs 500=00 separately
at the time of verification.
6. The candidates appearing at document verification centre for documents
verification must bring a Demand Draft for Rs Five Hundred (500=00)
drawn in favour of “Finance Officer, Gautam Buddh Technical
University” payable at the city of document verification centre. For
example, if candidate is appearing for verification in Meerut, the demand
draft should be in favor of “Finance Officer, Gautam Buddh Technical
University” payable at Meerut. In the same way, all candidates must get
the demand draft made accordingly.

7. Following documents would be required at the verification centre in 
original and one set of attested photocopy.
(i) Admit Card
(ii) Registration slip (required only for JEE (Main) and CMAT
candidates)
(iii) Counseling letter ( For UPSEE rank holders)
(iv) Mark sheet of qualifying exam
(v) High school Certificate
(vi) Character certificate
(vii) Certificate of Medical Fitness / Undertaking of Medical Fitness
(viii) Following certificates issued by designated authority as per
the format in the brochure of UPSEE-2013:
(a) Domicile certificate, If applicable.
(b) Category certificate such as OBC/SC/ST,if applicable
(c) Subcategory certificate (Freedom fighters/Armed forces
/Physically handicapped) whichever is applicable
(d) Income certificate (applicable for economically weaker
only)
(e) GDDA category certificate, if applicable
(f) Rural Weightage certificate, if applicable. 3
The candidates must refer to the Information Brochure for exact
requirement of documents as per their category/subcategory. The
details of certificates and the formats are also given in the Information
Brochure and candidates must get the certificate on those formats.
8. The document verification of all candidates will take place at various
document verification centers located across the state. A list of these
verification centers is available on website www.upsee.nic.in . A
candidate may report at any document verification centre as per his
convenience on any day during the specified period for this purpose
9. After the verification of documents, the candidate will be given a ‘one
time password’ (OTP) that will be sent to his registered mobile phone. All
candidates are required to provide his/her mobile number or the mobile
phone number of his/her parents/guardian at the time of document
verification. This password will be used by the candidates to fill his/her
choices for seats online.
10.Normally, the candidate should get an OTP number on the mobile phone
immediately. In case if the OTP number is not received even after six
hours, the candidates must visit website www.upsee.nic.in and should
follow the procedure to get OTP number again. If not successful,
candidate should contact verification center help desk or the control
room at the University.
11.All candidates must ensure that they have provided a correct mobile
number at verification centre for the purpose of getting OTP.
Online Choice Filling:
12. After the verification of documents, the candidate may proceed to their
home and fill their choices through website (www.upsee.nic.in) at their
convenience any time during the specified period.

13. THE OTP SHALL BE USED BY THE CANDIDATE TO LOGIN AT WEBSITE
www.upsee.nic.in FOR THE FIRST TIME FOR ONLINE CHOICE FILLING.
AFTER THE FIRST LOGIN, IT IS NECESSARY FOR THE CANDIDATE TO
MODIFY ONE TIME PASSWORD. THE CANDIDATE MAY CHOOSE A NEW
PASSWORD OF HIS CHOICE. THE NEW PASSWORD SET BY THE
CANDIDATE WILL BE USED BY THE CANDIDATE TO LOGIN INTO HIS
ACCOUNT FOR CHOICE FILLING. PLEASE DO REMEMBER THE NEW
PASSWORD AND KEEP IT AS A SECRET.

14. The candidates should fill their choices and may alter/modify/delete or
add choices before locking them until the last date of choice filling as per
his convenience.

15. Though, all candidates are expected to do choice filling online at home or
other places at per their convenience, however, if a candidate find
difficulty in doing so, such candidates may approach any verification
centre for help in choice filling during the specified period for choice
filling. The candidates should avoid first three days for this purpose
because during that period, the centres may be busy with the work load
of verification.
16. DURING THE SPECIFIED TIME PERIOD OF CHOICE FILLING,
CANDIDATES ALSO HAVE AN OPTION TO ‘SAVE’ HIS/HER CHOICES.
THIS MEANS THE CHOICES ENTERED BY THE CANDIDATE WILL BE
SAVED ON THE WEBSITE. THIS WILL ENABLE THE CANDIDATE TO
LOGIN AGAIN AND AGAIN IN HIS ACCOUNT WITH HIS PASSWORD AND
HE MAY MODIFY/ALTER HIS SAVED CHOICES. THE CANDIDATES MAY
USE THE ‘SAVE’ OPTION MANY TIMES AS PER HIS CONVENIENCE.
REMEMBER, ONCE THE CHOICES ARE LOCKED, NO CHANGE WOULD
BE ALLOWED IN THE CHOICE FILLED.
17. It is also possible for the candidates to take printout of the ‘SAVED’
choices for the purpose of study/revision or discussions with their
parents/guardians. The candidate may login again with his/her password
to modify his saved choices and/or their order of preference on the
website as many times as desired before locking. 
18. ONCE THE CANDIDATE IS SATISFIED THAT THE NUMBER OF
CHOICES AND THEIR ORDER OF PREFERENCE HAS BEEN ENTERED
CORRECTLY ON THE WEBSITE, HE SHOULD USE THE OPTION TO
‘LOCK” HIS CHOICES ONLINE. HE IS ADVISED TO KEEP A PRINTOUT
OF ‘LOCKED’ CHOICES WITH HIM.
19. It should be remembered that choices once ‘LOCKED’ are final and can
not be modified and altered. Remember that these ‘LOCKED’ choices and
order of their preferences will be used for all later round of processing in
the seat allotment.
20. EACH CANDIDATE IS REQUIRED TO ‘LOCK’ HIS/HER CHOICES
BEFORE THE LAST DATE OF CHOICE FILING PERIOD. IF A CANDIDATE
FORGETS TO LOCK HIS/HER CHOICE, HIS/HER CHOICES ‘SAVED’ SO
FAR WILL BE AUTOMATICALLY LOCKED ON THE LAST DATE OF
CHOICE FILLING AND WILL BE USED FOR SEAT ALLOTMENT.

21. WHILE FILLING THE CHOICES, THE CANDIDATES ARE STRONGLY
ADVISED TO REFER TO CATEGORY/BRANCH AND INSTITUTE WISE
OPENING AND CUTOFF RANKS OF LAST YEAR. THESE OPENING AND
CLOSING COMBINED GENERAL RANKS ARE AVAILABLE AT WEBSITE
WWW.UPSEE.NIC.IN. THE CANDIDATES ARE ADVISED TO FILL AS
MANY CHOICES AS HE/SHE CAN, KEEPING THE PREVIOUS YEAR’S
TREND IN THEIR MIND. HOWEVER, IT MAY BE NOTED TRENDS IN
THIS YEAR MAY NOT BE NECESSARILY SAME AS PREVIOUS YEAR. A
LARGE NUMBER OF CHOICES WILL BE HELPFUL FOR CANDIDATES
TO GET A SEAT IN ONE OF THE COLLEGES.

22. It is again strongly advised to the candidate to prepare a choice list in
order of preference on paper before entering it online at website. For
institute code and branch code, number of seats available in each branch
at institutions, the candidates are advised to refer to Information
Brochure. The candidate should prepare such list in thorough
consultation with their parents/guardians. This will save time and will
avoid confusion in entering choices online. 
23.ALL CANDIDATES MUST REMEMBER THAT NO MODIFICATION,
ADDITION, DELETION OR ALTERATION IN THE CHOICES IS ALLOWED
AFTER THE CHOICES ARE LOCKED AND ALSO AFTER LAST DATE OF
CHOICE FILLING. THEREFORE, ALL CANDIDATES MUST ENTER AS
MANY CHOICES AS HE/SHE WANTS CAN. NO OTHER CHANCE WILL
BE GIVEN TO THE CANDIDATES IN THE FUTURE TO
ADD/DELETE/MODIFY THEIR CHOICES AND PREFERENCES. THE
CHOICES GIVEN ONCE, WILL BE USED FOR FURTHER ROUNDS OF
THE UPGRADATION.
24.Choices entered by the candidates shall be treated as final. These choices
will be used in the order of preference for all rounds of counseling for
seat allotment. The candidates will not be allowed to
modify/alter/delete/add more choices after locking their choices or after
the last date of choice filling, whichever is earlier. 
Seat Allotment in First Round:
25.The results of seat allotment of first round will declared on a specified
date given in the schedule. All candidates who have been allotted a seat
must report to the same document verification centre within the
specified period for the confirmation of their seat.
26.The allotment letter may be downloaded from the website
(www.upsee.nic.in) after the declaration of the result of first round of seat
allotment.
27.Each candidate must bring a bank draft of Ten Thousand Rupees (Rs.
10000=00) drawn in the favour of “Finance Officer, Gautam Buddh
Technical University” payable at the city of document verification centre
for confirmation of their seat.
28.EACH CANDIDATE ALLOTTED A SEAT IN THE FIRST ROUND MUST
CONFIRM THE SEAT ALLOTTED TO HIM. AT THE SAME TIME, IF A
CANDIDATE WANTS TO PARTICIPATE IN UP-GRADATION ROUND FOR
UP-GRADATION OF HIS/HER CHOICE AS PER THE SEAT OPTION
ALREADY GIVEN BY HIM, HE/SHE IS REQUIRED TO SPECIFY THIS
OPTION. SEAT UP-GRADATION IS AVAILABLE ONLY FOR THE STREAM
IN WHICH SEAT HAS BEEN CONFIRMED.
29. IF A CANDIDATE WHO HAS BEEN ALLOTTED A SEAT AND DOES NOT
TURN UP FOR CONFIRMATION OF THE SEAT AT VERIFICATION
CENTRE BEFORE THE LAST DATE OF CONFIRMATION OF SEAT, IT
WILL BE ASSUMED THAT HE IS NOT INTERESTED IN THE SEAT AND
THE SEAT ALLOTTED TO HIM WILL BE CONSIDERED AS VACANT.
SUCH SEATS WILL BE ALLOTTED TO OTHER CANDIDATES DURING
UP-GRADATION ROUND.
30. A candidate, who has been allotted a seat in first round of counseling
does not report to the verification centre for confirmation of seat will not
be considered for up-gradation round of counseling. It will also be
assumed that candidate is not interested in the up-gradation round of
counseling.
31. The candidates who are allotted a seat in both SEE-2013 and
JEE(Main)/CMAT streams, can retain only one seat allotted to him. Such
candidates must surrender other seat and it will be considered as
vacant. Such vacant seats, therefore, shall be allotted to other candidates
during up-gradation round in order of merit.
32. A candidate who is allotted a seat in both SEE-2013 and
JEE(Main)/CMAT streams and does not report to the verification centre
for confirmation of the allotted seats, both of the seats allotted to him will
be considered as vacant and shall be allotted to other candidates during
up-gradation round of counseling. Such candidates will not be
considered for up-gradation round of counseling.
33.It may be noted that if a candidate who has not been allotted any seat
during first round of counseling will be considered in up-gradation round
of counseling. 
Seat allotment in Up-gradation Round:
34.The candidate who opts for up-gradation of the choices after first round
of counseling and if a new seat is allotted to him/her after the upgradation, his/her earlier allotment shall deem to be automatically
cancelled.
35.If a candidate is unsuccessful in up-gradation round, earlier allotted  seat, if any, during the first round will be retained by him.
Seat Confirmation in Up-gradation Round:
36. Only those candidates who were not allotted any seat in the first round
and has been successful in securing a seat in the up-gradation round,
will have to report to the same document verification centre for seat
confirmation. All such candidate need to deposit a bank draft of Rs Ten
Thousand (10000=00) drawn in the favour of “Finance Officer, Gautam
Buddh Technical University” payable at the city of document verification
centre for confirmation of their seat.
37.All candidates who were allotted a seat in the first round and have been
successful in getting a new seat after up gradation round will directly
report to the new Institute allotted to him for the admission. Their first
round allotment shall deem to be cancelled. The fee of Rs 10000=00
deposited at the time of confirmation of seat would automatically be
adjusted against the fee.
